Michigan school leaders decry explosion of untrained teachers in classrooms

The new Michigan state school superintendent and one of his predecessors criticized the growing use of long-term substitute teachers in public schools, saying the practice has grown out of hand and threatens to have a negative impact on Michigan’s students if the trend is not reversed. 

State Superintendent Michael Rice told Bridge Magazine on Thursday the most recent estimate of long-term substitute teachers running classrooms in public schools – about 2,500 –  is “a problem.”

“The goal ought not to be to drop these [numbers] to zero, but 2,500 statewide is not vaguely where we ought to be,” said Rice, who took over the superintendent job Aug. 1. “Not close to where we ought to be.”

Bridge reporting this week revealed the number of long-term, often untrained subs running public school classrooms has risen tenfold in the past five school years. The practice has grown as the number of college graduates going into the teaching profession has dropped precipitously.

About this project

A rising number of Michigan public schools are staffing classrooms with long-term substitutes with as little as 60 college credits and no formal education training. Bridge examines the implications of this practice for the state’s already-struggling schools. 

Among the schools more likely to employ a higher percentage of uncertified teachers are traditional public schools and charter schools in high-poverty, lower-performing districts. In several cases, long-term substitute teachers comprise half or more of teaching positions, Bridge reported.   

Superintendent Rice acknowledged schools are using long-term subs to deal with the very real shortage of certified teachers in some subject areas and geographic sections of the state.

Former state schools superintendent Michael Flanagan, who served from 2005 to 2015, also cited the decline in college students choosing the teaching profession. 

Still, he expressed dismay that so many classrooms are led by substitutes that could have as little as two years of college and no teacher training.

“Do I think that this is going to impact a kid [if] it was a couple of years in a row? Yes. And there’s a point where you don’t recover second grade, third grade,” Flanagan said, echoing complaints by national education experts. 

“As a macro issue, it’s like any other profession. You want people who are trained.”

Flanagan suggested the Michigan Legislature, as it did in 2015, relax the rules that restrict retired teachers from returning to the classroom after they start drawing a pension.

Then-Gov. Rick Snyder signed a bill in 2015 that allowed retirees to work in classrooms. But that law expired in July 2018, restoring restrictions designed to limit so-called “double-dipping” on teacher pensions. Those restrictions were later extended to 2021. Flanagan said the Legislature could take up a similar bill that would again ease restrictions.

Amber Arellano, of Education Trust Midwest, a K-12 group that advocates for policies that reduce achievement gaps in Michigan, applauded the Bridge report and called the revelations “important.” 

“We’re thinking more about solutions on this topic now,” she said in an email to Bridge. 

In its report, Bridge found that: 

  • Students attending low-income school districts and charters were three times more likely to have a classroom led by a long-term substitute than students in other districts.

  • Charter school students were four times more likely to have a long-term substitute than students in traditional public schools.

  • Students in the lowest academic-performing school districts and charters were more than three times more likely to have long-term substitutes instead of certified teachers.

  • Sixteen charter school districts have more than half of their classrooms staffed with long-term substitutes; 25 charters and the Benton Harbor schools have more than 40 percent long-term subs.

Rice, who started this week as the state’s top educator after leading the Kalamazoo schools, said long-term subs do fill a need, and often a critical one, for districts across the state.

“What they're going to tell you is they need teachers to teach children today,” Rice said. He then described the reality faced by many districts when there is no certified teacher to fill a staff opening:  

“My physics teacher just left? OK. It's July 15. There are no people standing in line to be physics teachers. I've got nothing. So I've got this person, who likes science, who's got a bachelor's degree in whatever he's got a bachelor's degree in. And you know what? He's next up. He's not ideal. But I don't have any ideal.”

Rice argues it took “a decade to get into this situation, and it will take a decade to get out.”

The solution, he said, comes down largely to money.

Teacher salaries and benefits aren’t as competitive with other professions as they once were, Rice said. Districts need to make it more financially attractive to be a teacher. And to do that, the state will need to pony up more money.

Gov. Gretchen Whitmer has proposed an expanded education budget that her spokeswoman, Tiffany Brown, calls “the largest investment in education in a generation.” The Democratic governor is promoting a “weighted foundation” in education spending “so all students can access what they need to succeed – including highly qualified teachers,” Brown said.  

Ryan Fewins-Bliss, interim executive director of Michigan College Access Network, which works to increase higher education opportunities for rural, urban and low-income students, said students are not best served by uncertified teachers, particularly the state’s most vulnerable students.  

“While I appreciate the dedication and caring that individuals serving as long-term subs bring to the classroom, the data and research cited by Bridge Magazine in their recent series of articles -- along with common sense -- tell us that credentialed, permanent teachers are what’s best for kids,” he wrote in an email.

“Unfortunately, the districts that serve large numbers of students of color, low-income students and first-generation college-going students are more likely to have a higher number of long-term subs,” Fewins-Bliss wrote. 

“At the end of the day, having well-trained and permanent teachers and school counselors is a fundamental right of all students, in the college-going process and beyond.”

Former teacher and current Sen. Dayna Polehanki, D-Livonia, said the growth in long-term substitute teachers is “absolutely a problem we need to address.”

“I have nothing against long-term subs themselves or the schools who don’t have a choice,” Polehanki said, “but, boy, do you really want to fill schools with people who maybe aren’t qualified to even manage a classroom properly? It’s a huge problem.”

The growth in long-term substitutes is the short-term problem that exposes the larger problem lying beneath: school funding, Polehanki said.

“The through-line on this is, if you don’t have the funding, you can’t get the teachers, then you get long-term subs, then the kids don’t learn and your [test] scores tank.

“It’s impossible to fix this without money,” said Polehanki, who is the minority vice-chair of the Senate Education and Career Readiness Committee.

In the short term, Polehanki said she hoped exposure of the problem would alert parents to the issue.

“I don’t think parents actually know if their kids’ teachers are qualified teachers,” Polehanki said. “Hopefully this alerts parents [to check with schools].”

Calls by Bridge to Republican House and Senate leaders and the chairs of each chamber’s education committee were not immediately returned Thursday. Republicans hold majorities in both legislative bodies. 

Flanagan, the former state superintendent, said the teaching profession doesn’t have the allure it once did. The pay and benefits, though not bad aren’t as lucrative as they once were. Pensions and retiree health plans aren’t as good.

“It’s clearly is something that a lot of kids don’t find attractive,” Flanagan said.

Michigan teachers are increasingly expressing unhappiness and a quarter of them said they wouldn't recommend the profession, according to a survey of nearly 16,000 educators released this year.

Those sour attitudes and diminished rewards have triggered the decline in education majors, said Doug Pratt, spokesman for the Michigan Education Association, the state’s largest teachers’ union.

More than just pay and benefits, teachers want respect, he said. They want classroom support from administrators and the community.

"We need to fix this problem," he said.

If Michigan paid teachers better, Pratt said, there would be less incentive to leave one district for another. “First we’ve got to raise the pay enough so you don’t have the raiding from one [district] of another,” he said.

Nikolai Vitti, the Detroit Public Schools superintendent, filled hundreds of openings by boosting teacher pay and offering hiring bonuses. Many of those teachers came from local charter schools where pay was lower; many of those charter schools then turned heavily to long-term subs.
